Position Summary
The Executive Vice President (EVP) reports directly to the President & CEO and serves as their principal internal executive partner. In this critical role, the EVP ensures that the Board's and CEO's strategic vision is translated into aligned, actionable, and measurable operations across 211 San Diego and its affiliated initiatives, such as Community Information Exchange (CIE) and San Diego Health Connect (SDHC). The EVP is the driving force behind internal operations, ensuring that all departments, programs, and partnerships function cohesively and in alignment with the agency's mission.
While the CEO focuses on external leadership, including building strategic partnerships, government relationships, and public visibility, the EVP expands organizational capacity by providing enterprise-wide oversight. The EVP drives strategic initiatives from design through execution, manages complex county and government contracts, and ensures continuous improvement in service delivery. By fostering cross-functional collaboration and an inspiring culture, the EVP ensures the internal organization operates with agility and accountability.
The EVP is not only a strategic leader but also a visible and accessible presence. Approachable to staff at all levels, the EVP cultivates trust, responsiveness, and engagement. Responsibilities
Enterprise Leadership & Executive Oversight
- Serve as the President & CEO's principal internal partner and chief internal executive leader across all departments, initiatives, and affiliated entities.
- Translate the CEO's vision and Board priorities into clear operational strategies with measurable outcomes.
- Lead enterprise-wide strategic initiatives from design to execution, ensuring alignment, accountability, and continuous improvement.
- Coordinate and oversee executive leadership teams, ensuring cross-functional collaboration, organizational alignment, and consistent service delivery.
- Be present and approachable, engaging directly with staff and fostering a supportive, high-performance culture.
- Establish performance expectations, accountability systems, and project management frameworks to deliver strategic goals on time and on target.
- Serve as acting executive leader in the CEO's absence.
Strategic Leadership & Growth
- Partner with the CEO to develop and execute long-term strategic plans, driving organizational growth, sustainability, and community impact.
- Cultivate strategic partnerships with county, government, and community stakeholders to expand organizational capacity and impact.
- Lead with an entrepreneurial mindset, identifying opportunities for innovation and growth while maintaining mission alignment.
- Pivot quickly in fast-paced environments to address emerging needs and lead organizational change.
Financial Stewardship & Contract Management
- Oversee and manage the annual budget and numerous contracts, financial performance, and resource allocation to ensure long-term sustainability.
- Provide executive oversight for government and county contracts, ensuring compliance, timely reporting, and successful deliverables.
- Champion continuous quality improvement (CQI) processes across all program areas to optimize operations and service delivery.
- Ensure internal controls, risk management, and compliance with all contractual obligations.
- Maintain and refine information systems to maximize data management capabilities while meeting all contractual requirements.
External Relations & Community Impact
- Represent the organization externally with county officials, government agencies, healthcare systems, and community partners.
- Maintain a visible leadership presence in the community, fostering meaningful partnerships that amplify the organization's mission and impact.
- Support advocacy efforts and represent the organization at public forums, media engagements, and stakeholder meetings, as designated by the CEO.
Executive Leadership, Talent Development & Emergency Management
- Lead and mentor a high-performing executive team, fostering professional growth, succession planning, and employee engagement.
- Drive a culture of innovation, continuous learning, and ethical leadership that inspires and motivates staff at all levels.
- Serve as Incident Commander during emergencies, ensuring the organization's readiness and response capacity.
Qualifications
- Bachelor's degree required; Master's preferred.
- Minimum 7+ years in a senior leadership role with enterprise-level oversight.
- Proven success in change management and leading strategic initiatives from design to execution.
- Deep understanding of service delivery, program operations, and government/county contracts.
- Exceptional communication, relationship-building, and responsiveness.
- Mission-driven, inspiring, and able to build trust across the organization and community.
- Ability to pivot in fast-paced environments and take calculated risks while remaining aligned to the mission.

Physical Requirements
- This position primarily operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
- Frequently requires sitting or standing for extended periods.
- May occasionally require lifting and carrying materials (up to 50 lbs.) for events, programs, or office needs.
- May occasionally involve setup and breakdown of equipment in both indoor and outdoor environments.
- May occasionally require walking long distances, standing for extended periods, and working on uneven surfaces or in varying weather conditions.
